من الظواهر التي تجلت في الآونة الأخيرة هجرة الشباب في الدول النامية إلى الإقامة والعمل في الخارج، وهذا ما حرم وطنهم الأم الذي تكبد في تكوينهم وإعدادهم تكاليف باهظة، من الاستفادة من خبراتهم ومعارفهم في الوقت الذي تشتد فيه حاجات هذه الدول إليهم وقد نجم عن هجرة هؤلاء تأثيرات سلبية عميقة في مسار التنمية في تلك الدول ضمن هذا الإطار تأتي الدراسة في هذا الكتاب، والتي تهدف إلى توضيح علاقة التأثير المتبادل بين التنمية وهجرة الكفاءات في العالم العربي، ويشكل أدق تسعى إلى إلقاء الضوء على مدى الارتباط بين نجاح مشروبات التنمية وهجرة الكفاءات العربية أو فشلها من جهة، ومن جهة أخرى تسعى إلى معرفة مدى تأثير الهجرة في عرقلة جهود تحقيق التنمية. وهي تتمحور بشكل عام حول الفرضية التي تقول: أنه ما دامت الدول العربية قد فشلت في خلق الظروف الكفيلة بوقف هجرة كفاءاتها، فإن مسيرة التنمية فيها ستظل مشلولة ومتعثرة. وكلما تأخر تحقيق التنمية الاقتصادية والاجتماعية فسوف يقود ذلك إلى مزيد من الهجرة. وبناء على ذلك فإن المنهج العلمي الذي اعتمده الباحث يقوم على مناقشة وتحليل أسباب الظاهرة وأبعادها ونتائجها، وذلك من خلال تعرضه للجوانب النظرية للقضايا المدروسة، وتحليله اتجاهات المؤشرات الإحصائية المسجلة بخصوصها، في محاولة لربط الظاهرة بأسبابها وأبعادها ونتائجها من واقع البيانات المتاحة. واعتماداً على الفرضية التي انطلق منها الباحث والمنهجية التي توخاها، قام بتقسم بحثه إلى مجموعة مباحث أساسية تناول في الأول منها أسباب هجرة الكفاءات العربية، وتناول في الثاني حجم هجرة الكفاءات العربية واتجاهاتها. أما الثالث فخصصه لدراسة آثار الهجرة ونتائجها، في حين خصص الرابع والأخير لتقصي الجهود التي اعتمدها العرب لمواجهة هجرة الكفاءات.
