أطل العام 1987، الثاني عشر على اندلاع الأحداث اللبنانية، والإشتباكات الدموية لا تخبو حيناً إلا لتعاود تأجّجها حيناً آخر في بيروت وبعض المناطق، وحرب المخيَمات آخذه في الإستعار من جديد بعد فترة هدأ فيها أوارها، والرغبة لدى أهل الحكم في نشدان الحلول قويَة على الرغم من فشل أو تعثُر المحاولات السابقة. وفي 23-26 أيار 1989 كانت القمة العربية في الدار البيضاء. ومنها انبثقت اللجنة الثلاثية العربية العليا التي رعت لقاء النواب اللبنانيين في الطائف، وتوافقهم على وثيقة الوفاق الوطني في 22-10-1989. هذه الوثيقة التي أقرها مجلس النواب في 5-11-1989 وعبَدت الطريق إلى إحياء الشرعية بانتخاب رئيس جمهورية جديد وتشكيل حكومة الوفاق الوطني.
في 17-11-1978 كنت قد غادرت لبنان سفيراً إلى المملكة، وما عرف بحرب السنتين قد تحوَل إلى حرب الأربع سنوات. وفي 16-8-1990 غادرت المملكة نهائياً في إطار التشكيلات الدبلوماسية إلى لبنان وحرب السنتين قد أصبحت حرب الخمس عشرة سنة. ذلك أن الأحوال الأمنية في وطننا كانت لا تزال، على الرغم من اتفاق الطائف وحكومة الشرعية الجديدة، عرضة للإهتزاز، والعماد عون لا يزال متمترساً في قصر الرئاسة في يعبدا.
