تسعى الدراسة إلى فهم العلاقة بين المنظمات غير الحكومية والمانحين من خلال دراسة طبيعة علاقة الشراكة بينهما؛ فهل هي علاقة متوازنة، أو علاقة سيطرة وهيمنة أو غير ذلك؟ فالمال يعني قيمة للمنظمات غير الحكومية، وهي ترى فيه ضرورة أساسية للعمل على إنجاز مهامها، وكذلك استمراريتها، فيما القيمة عند المانحين هي بامتلاكهم المال للتأثير على التنمية في الاتجاه الذي يعكس أجندتهم، رغم أن هذا لا يشكل كل الأهداف. وتهدف الدراسة إلى معرفة دور الأمم المتحدة في تمويل المنظمات غير الحكومية، ودراسة كيفية إدارة المنظمات غير الحكومية للقضايا المطروحة على الساحة العالمية في ضوء التمويل الذي تتلقاه، ومعرفة وتحليل العوامل المؤثرة في تمويل المنظمات غير الحكومية، ودراسة جوهر العلاقة بين المانحين والـمنظمات غير الحكومية، ومحاولة فهم مدى نجاح استراتيجية الـمنظمات غير الحكومية في الحصول على التمويل. وتناقش الدراسة الدور العالمي الذي تؤديه المنظمات غير الحكومية، فقد دُعيت هذه المنظمات بشكل متزايد لملء الفراغ الذي تركته أحياناً الأمم المتحدة والمؤسسات العابرة للقومية والحكومات الوطنية المنهارة. كما تناقش أنماط العلاقة التمويلية بين المنظمات غير الحكومية والجهات المانحة. وتستنتج الدراسة أن مسالة التمويل الخارجي لها تبعاتها على هذه المنظمات، وهي تؤثر فيها بتعزيز وجود ونفوذ وكلاء محليين للجهات الخارجية الداعمة. وبينما يحاول المانحون الهيمنة على المنظمات غير الحكومية، فإن المنظمات غير الحكومية تستخدم استراتيجيات لتقييد قوة المانحين في الشبكات وتعزيز وصولها لمصادر المانحين، لتعظيم مصالحها.
