ثمة موضوعان يحظيان بحضور بارز في السياسة التي انتهجها بوتين على امتداد فترة حكمه إلى حد أنهما أفرزا خطوطاً فاصلة في غاية الأهمية، وحددا المنحى الذي سلكته القضايا الأخرى في تطورها. أول هذين الموضوعين هو الأمن العسكري الذي صاغت له دوره الحيوي حرب الشيشان الثانية، هذه التي أضحت المنصة التي انطلق منها بوتين صوب الرئاسة. وثانيهما هو أمن الطاقة؛ وهذا قد تعززت أولويته القصوى بفضل هيمنة قطاع النفط والغاز على الاقتصاد الروسي بشكل غير مسبوق. ولكل من هذين الموضوعين منظوماته وبناه الداخلية المعقدة، وكلاهما يجدان القوة الدافعة لهما في المنطق الخاص به الذي يقف وراء كل منهما. ومع هذا، فثمة عامل مشترك يجمع بينهما؛ وهو أنهما يمثلان العنصرين الأساسيين لقوة روسيا التي يُسبغ عليها تقليدياً مفهوم "العظمة". وإلى جانب هذا، فإن اقتران الدافع الموجود فعلاً بالتصميم المعلن عنه، على إعادة إرساء أسس العظمة الروسية وبنائها من جديد، قد حدد معالم الموضوع الرئيسي الثالث من مواضيع سياسة بوتين. وعلى الرغم من ذلك، فإن الرغبة في استغلال قدرات روسيا النووية الاستراتيجية، لتأكيد موقعها كـ "قوة عظمى"، تبدو صادقة كولعها بتسييس صادراتها من ثروات الطاقة بقصد تحويل روسيا إلى "قوة عظمى في مجال الطاقة". ومن هنا، فإن هذه الموضوعات الذي تناولها الكتاب قد ارتبطت فيما بينها ارتباطاً وثيقاً، ورسمت الملامح الجوهرية لـ "عصر" بوتين.
