لقد كان لاستحداث وسائل جديدة لصنع القوة العسكرية ونشـرها، أو ما يُسمى أحياناً الابتكارات العسكرية الرئيسية، دور حاسم الأهمية على مدى مراحل التاريخ المختلفة في تحديد توازن القوى إلى جانب توقيت الحروب وكثافتها. ومع أن الابتكارات في إنتاج القوة العسكرية ونشـرها وتطبيقها حاسمة الأهمية بالنسبة إلى السياسة الدولية، فإن معظم التقييمات للبيئة الأمنيـة الدولية لا تتضمن أهمية الابتكارات العسكرية ولا تشتمل على أهمية انتشارها. وعليه، يدرس هذا الكتاب انتشار القوة العسكرية على نطاق النظام الدولي، ويوضح كيفية تأثير التباينات في انتشار الابتكارات العسكرية الجديدة في السياسة الدولية، وخصوصاً في توازن القوى والحرب. فالدول لديها عدد من الخيارات الاستراتيجية عندما تواجه ابتكارات عسكرية؛ بما في ذلك التبني، والمقابلة أو المواجهة، وإنشاء التحالفات والتحول نحو الحياد. ويتناول الكتاب اللغز الكبير المتمثل في الأسباب التي تجعل بعض الابتكارات العسكرية تنتشـر وتؤثر في السياسة الدولية، بينما تعجز أخرى عن ذلك أو تنجح فيه بطرق مختلفة. وهذه الأنماط يقوم المؤلِّف بتفسيرها من خلال طرح نظرية حول انتشار القوة العسكرية يُطلق عليها نظرية "التبني-القدرة"، ويقوم باختبار النظرية عبر تطبيقها على حالات أربع، هي: الأسلحة النووية؛ وحرب الأساطيل القتالية؛ وحرب الحاملات؛ والتفجيرات الانتحارية. ويمضي الكتاب قدماً، ليدرس الطريقة التي بها يمكن لتحولات عصر المعلومات المحتمل في إنتاج القوة العسكرية أن تؤثِّر في بيئة المجتمع الدولي بالنسبة إلى الأطراف الحكومية وغير الحكومية على السواء، بما فيها الولايات المتحدة الأمريكية والصين والقاعدة. إن هذا الكتاب يمثل مساهمة مميزة في دراسة التغيرات في طبيعة الحروب وإدارتها وأثرها؛ وهو لذلك ينطوي على أهمية للباحثين والمهتمين بالشؤون العسكرية، والأمن الدولي، والدراسات الاستراتيجية.
