ويعني المؤلف في المقام الأول بتحليل أثر هذه المؤسسات على السياسة العامة في الدولتين، من خلال مقاربة متميزة عن المقاربات السائدة التي تتوقف غالباً عند سرد تاريخ تطور هذه المؤسسات، أو وصف بنيتها التنظيمية، أو تؤكد أهميتها وتأثيرها في السياسة العامة من خلال بعض المؤشرات الإعلامية، دون أن توضح كيفية هذا التأثير ومحدداته، فيتجاوز المؤلف ذلك إلى بحث صلة هذه المؤسسات بالسياسة، ودراسة تأثيرها فيها في ضوء مزيد من العوامل المرتبطة بأولويات هذه المؤسسات، وموازناتها، وطبيعة كوادرها، ومراحل صنع السياسة التي تكون فيها هذه المؤسسات أكثر تأثيراً وحضوراً، وذلك في دراستي حالة لجولات الانتخابات الرئاسية الأمريكية، ومؤتمرات الإصلاحات الدستورية في كندا، حيث تظهر المؤسسات البحثية في هاتين الحالتين وهي في أوج نشاطها وظهورها الإعلامي، ولكنها تنتهي إلى نتائج مختلفة فيما يتعلق بتأثيرها في السياسة العامة.
وإذا كان المؤلف قد بدأ بالتساؤل: هل هناك أهمية للمؤسسات البحثية؟ فإنه يختتم بأن الإجابة عن هذا السؤال بنعم صحيحة مثل الإجابة بلا، بحسب الموقف، وأن دراسة المؤسسات البحثية تطرح من التساؤلات أكثر مما تقدم من الإجابات.
