في البداية يتحدث عن مفهوم القاعدة المقصدية ومرتبتها وحقيقتها. ثم معنى القاعدة لغة واصطلاحاً، وأنواع القواعد. ثم يتناول تعريف المقاصد لغة واصطلاحاً. ويتحدث عن الصلة بين مقاصد الشريعة وغيرها من المصطلحات الغربية، ثم يتكلم عن طبيعة القاعدة المقصدية. ثم يتحدث عن أقسام القاعدة المقصدية ومكانتها في التشريع، ومدى صلاحيتها للاحتجاج بها في مقام الاستدلال. ثم ينتقل إلى دراسة قواعد المقاصد من خلال موضوعاتها. ويتحدث عن القواعد المقاصدية المتعلقة بموضوع المصلحة والمفسدة. ويتناول العلاقة بين قصد الشارع وإقامة المصالح. ثم القواعد المقاصدية المبينة لأقسام المصالح، من حيث أهميتها، وقوة أثرها في تحقيق هذه المصالح. ثم القواعد الأصولية المتعلقة بمكمِّلات المراتب الثلاث (الضروريات، والحاجيات، التحسينيات)، ثم يتحدث عن القواعد المقاصدية المنظمة للعلاقة بين المراتب الثلاث. ثم يتناول مجالات النظر في علل الأحكام وفق ما تقرره القواعد المقاصدية، ثم القواعد التي تلزم المجتهد بالالتفات إلى معاني الأحكام، وما تتضمنه هذه المعاني من مقاصد. بعد ذلك يتحدث عن القواعد المقاصدية المتعلقة بمبدأ رفع الحرج. ويتكلم عن القواعد المبيّنة للعلاقة بين قصد الشارع من جهة، وبين الحرج وأسبابه من جهة أخرى، ثم يتحدث عن القواعد الأصولية التي تربط بين مبدأ رفع الحرج وقصد المكلف، ثم يتناول العلاقة بين قصد المكلف وبين أسباب الرخص. ثم يتحدث عن القواعد المقاصدية المتعلقة بمآلات الأفعال ومقاصد المكلفين، ويتناول القواعد التي تلزم المجتهد النظر إلى مآل الفعل، ثم يتحدث عن القواعد المقاصدية التي تضبط قصد المكلف بما يتوافق مع قصد الشارع. ثم يتعرض للقواعد المبيّنة لأثر مقاصد المكلفين ومآلات أفعالهم في الحكم على تصرفاتهم، ويتناول ضمن هذه القواعد أدلة كل قاعدة ثم موقف الفقهاء وعلماء الأصول من بعض هذه القواعد.
