إن من مظاهر الإبداع والتجديد التي أضافها الإمام (الشاطبي) إلى علم المقاصد، إيراده لكثير من القواعد العامة التي تعبر عن معان تشريعية مقصدية، أي إنه صاغ المقاصد على شكل قواعد، بحيث تشكل المعالم الأساسية التي راعاها الشارع في تشريعه. ومثل هذه القواعد تحتاج إلى الدراسة والبحث والتحليل، ومن هنا جاءت هذه الرسالة، لأهمية علم المقاصد، ولمكانة الإمام (الشاطبي) الذي جلى حقيقة هذا العلم، وزاده بياناً وإظهاراً.
وإن دراسة مقاصد الشريعة، من خلال كتاب الموافقات، على شكل قواعد محددة، هي أوعى لحفظ هذه المقاصد، وأدعى إلى تميزها، حتى لا يبقى هذا العلم فضفاضاً واسعاً، فيدخل فيه ما ليس منه، أو يخرج منه ما هو من صميم مدلولاته.
وللإحاطة بالموضوع جاء الكتاب في مقدمة ثم تعريف بالشاطبي وعصره ثم عشرة فصول وخاتمة مختصرة، يلي ذلك فهارس للآيات الكريمة والأحاديث الشريفة، والمصادر والمراجع، ثم محتويات الكتاب.
وقد توزعت فصول الكتاب وفق ما يلي: الفصل الأول: "التمهيد لنشوء فكرة مقاصد الشريعة"، الفصل الثاني: "نشأة فكرة مقاصد الشريعة"، الفصل الثالث: "ضوابط المقاصد عند الشاطبي"، الفصل الرابع: "قصد الشارع في وضع الشريعة إبتداءً وفي وضعها للإفهام"، الفصل الخامس: "قصد الشارع في وضع الشريعة للتكليف بمقتضاها وفي دخول المكلف تحت أحكامها"، الفصل السادس: "مقاصد المكلف"، الفصل السابع: "منهج الشاطبي في فهم الشريعة"، الفصل الثامن: "الإجتهاد والتقليد"، الفصل التاسع: "في تطبيق الفكرة: ثلاث قواعد كلية"، الفصل العاشر: "فكرة المقاصد عند الشاطبي: عرض ومناقشة".
