عندما طرح الرئيس الفرنسي "ساركوزي" مبادرته الخاصة بإقامة الإتحاد المتوسطي، لم يكن أحد يتصور أن تلك المبادرة سوف ترى النور في النهاية، لكن على الرغم من أن المقترح قد تحول إلى "واقع" ، فإن الجدل لا يزال مستمراً حوله. إن أهمية هذه الدراسة تنبع من أنها ليست مثل تلك الدراسات الجامدة التي طالما تناولت الأطر التي ارتبطت بالمتوسطية والعلاقات مع أوروبا، فهي تستند على خبرة عملية، قادت إلى إبداء ملاحظات نقدية عنيفة تجاه عملية برشلونة، والأطر المكملة لها، ومؤسسات تطبيقها، خاصة المفوضية الأوروبية، وهي في النهاية أمور - إضافة إلى أنها تعبر عن رأيه - تخضع للنقاش، كبداية لتقييم حقيقي لما جرى خلال الفترة الماضية في تلك الدائرة، تتمثل أهمية الدراسة أيضاً في أنها تقدم بعض التوصيات الهامة التي يمكن أن تساهم في تفعيل الدور المصري في ظل الإطار الجديد أو المكمل، للعلاقات مع أوروبا، والتي تتطلب مناقشة أوسع، فعملية الإتحاد من أجل المتوسط لا تزال في بدايتها، وإن كانت تلك البداية قوية إلى درجة لم تكن متوقعة، وتأمل الدراسة في أن تستمر قوة الدفع تلك في المستقبل.
