المنهاج التعليمي والتوجه الإيديولوجي (النظرية والتطبيق) المنهاج التعليمي أداة من أدوات الدولة لتحقيق الأهداف التربوية التي تبغى تحقيقها في المجتمع، وبسبب ذلك تقوم الدولة بوضع الخطوط العريضة للأهداف التي يجب أن يسعى إلى تحقيقها المنهاج التعليمي ويترك بعد ذلك الجهات المسؤولة عن التعليم حرية اختيار اسلوب العمل اللازم في تنفيذ هذا المنهاج وعلى هذا الأساس تضطر تلك الجهات في كل فترة إلى إحداث تعديلات وتغيرات في المناهج تلائم التغيرات التي تحدث في المجتمع لتصل بالمتعلمين إلى الغرض الذي ينشده المجتمع، وتضع تلك الجهات نصب عينيها على أن يكون التعديل والتغير في كيفية المحتوى التعليمي تعديلاً شاملاً كاملاً يتمشى مع السياسة العامة الجديدة للمجتمع، وهذا يتطلب تغييراً في المنهاج من حيث الأهداف ومضمون المحتوى. فالمنهاج التعليمي عندما يدرس في فترات تاريخية معينة يعد مثلاً لتاريخ المجتمع بكل أيديولوجية وفلسفته وسياسته ويكون بمثابة صورة تنفيذية إجرائية لكل ما يشتمل عليه المجتمع من أوضاع وظروف سائدة. فقد تم اختيار فكرة الكتاب الحالي المنهاج التعليمي والتوجه الايديولوجي منطلقاً من فرضية اساسية هي ان السياسة التعليمية في الدول العربية تتبع الأيديولوجية السياسية في المجتمع.
