الضريبة العامة علي المبيعات :- هي ضريبة غير مباشرة تفرض عند الإنفاق علي السلع و الخدمات فهي تختلف عن الضريبة المباشرة التي تصيب الدخول بشكل مباشر عند الحصول عليها أو اكتسابها . أهداف الضريبة العامة علي المبيعات 1- هدف مالي :- في تدبير موارد مالية حقيقية لمواجهة تزايد النفقات العامة في مجالات التعليم و الصحة و الإسكان و المرافق العامة و غيرها . 2- هدف اجتماعي :- حيث تفرض الضريبة علي كافة السلع و الخدمات إلا أن بعض النظم الضريبية تستثني البعض منها من الخضوع للضريبة لتحقيق أهداف اجتماعية و اقتصادية فبرغم من فرض الضريبة علي السلع الضرورية التي يستخدمها كافة الأفراد يحقق حصيلة وفيرة إلا انه ينظر إلي هذه الضريبة بأنها غير عادلة لان أصحاب الدخول المحدودة يدفعونها بنفس القيمة التي يدفعها أصحاب الدخول المرتفعة , لذلك تتجه معظم الدول إلي عدم فرض الضريبة علي هذا النوع من السلع بل تعمل علي تقديم إعانات للصناعات التي تنتجها . 3- تشجيع الصادرات :- عن طريق إخضاعها للضريبة بسعر صفر و ذلك لمواجهة المنافسة في الأسواق الخارجية و زيادة حصيلة الدولة من العملات الأجنبية . 4- ضبط الاستهلاك .
