يعالج هذا الكتاب بحثاً جديداً في الفقه الجنائي "في القانون المصري" هو قانون العقوبات الخاص، وهو القانون الذي يخضع لأحكام عامة تختلف في جملتها عن تلك التي يخضع لها قانون العقوبات العام... وقد اقتصر البحث قي هذا المجال على نوع من جرائم هذا القانون الخاص وهو الجرائم الضريبية نظراً لأهميتها البالغة في حماية كيان الدولة المالي.
وأول ما تتميز به هذه الدراسة هي الناحية التأصيلية المجردة التي تستهدف وضع نظرية عامة للجريمة الضريبية يتحدد فيها النموذج الذي يتعين أن تخضع له كافة صور هذه الجريمة، وإلى جانب التأصيل أبرزت الناحية التطبيقية في الموضوع فقهاً وقضاء تحقيقاً للفائدة المرجوة منه وتأكيداً لصحة النتائج التي انتهى إليها.
