العلاقة بين التربية والتنمية علاقة صميمية، فلا يمكن للتربية ان تتحقق في غياب التنمية، وبدون تربية لا يمكن ان تحقق التنمية اهدافها، ومن هنا كانت الصورة ماثلة امام المخططين التربويين، لانه في ظل عدم استخدام اسلوب التخطيط التربوي لا يمكن الوصول الى تنمية بشرية، العمود الفقري للتنمية والتطور والتقدم المنشود لاي مجتمع· تعتبر التنمية البشرية اهم عنصر في تحقيق التنمية الشاملة، ولابد من استخدام بوابة التربية، حتى يتم اعداد التنمية البشرية، لان التنمية البشرية هي التي ستقوم بتحقيق التنمية الشاملة، واذا لم يتم توفير الكوادر البشرية المؤهلة والمدربة، لا يمكن تحقيق إي انجاز اقتصادي او حراك اجتماعي اوتطور تربوي، الى جنب كل ذلك تنمية سياسية قادرة على توجيه مشاركة الانسان في جميع انماط الحياة مشاركة فاعلة· من خلال التخطيط التربوي يمكن االتحكم في مجريات العملية التربوية، وبالتالي التنمية البشرية، لان التخطيط التربوي أداة للتخطيط القومي من اجل تحقيق التنمية الشاملة، فالاول يترجم في صورة مهارات ومهن وكفايات، والثاني في صورة مشاريع ومصانع ومؤسسات، ومن اجل تحقيق التنمية ودعم التطور والتقدم، لا بد من تزاوج الطرفين، لان اصحاب الكفاءات لا يعملون في فراغ، كما ان المصانع والمؤسسات لا يمكن ان تدار بدون قدرات ومهارات· من المقدّمة
