من مواليد ليبيا براك الشاطي 1953م تحصَّل على البكلوريوس في الخدمة الاجتماعية بتقدير ممتاز مع درجة الشرف الأول على الخريجين بقسم الخدمة الاجتماعية 1977م.
قُبِلً معيداً بالقسم 1978م.
تحصًّل على الماجستير في التنمية البشرية من جامعة جورج واشنطن الولايات المتحدة الأمريكية 1981م، ثمَّ تحصٍّلَ على الدكتوراه في الخدمة الاجتماعية جامعة طرابلس 1992م.
يشغل الآن درجة أستاذ بجامعة طرابلس كلية الاداب.
وقد شغل منصب أمين التعليم والبحث العلمي ب طرابس، ثم شغل منصب وزيرا للتعليم العالي بليبيا، ومن بعده شغل منصب وزير التنمية البشرية

يثري كتاب "قواعد المنهج وطرق البحث العلمي" بالنقد البناء جُجَّة ومعلومة ومنطقاً وبرهاناً، ويكون بين أيدي المتعلمين والدارسين في الجامعات والأكاديميات العلمية إضافة للمكتبات ليرشُد البعض، ويساعد البعض، ويفك اللَّبْس والغموض بين المصطلحات والمفاهيم العلمية دون تحيُّز.
المنهج العلمي الذي تناوله الكاتب بالبحث والكتابة هو الذي به تفكَّك المعلومات أو به تُركَّب، وهو الذي يستند إلى قواعد علمية بها تؤصل المعلومة وتُصنَّف وتُعرض بعد تقصي، ثم تُحلل حتى تؤدي إلى نتيجة موضوعية تكون بين أيدي البحاثة قابلة للتفسير، ومن ثم ترشد لمعالجات أو إصلاحات موضوعية.
في هذا الكتاب عرض مُعَّمق وأبعاده دلالة ومفهوماً ومعنىً، مع تبيان قواعده الرئيسة وما يقابلها من إستثناءات في دائرة الممكن ووفقاً لنظريتي الإحتمالات والنسبية؛ ولقد ميَّز تحليلاً وتعليلاً وتفصيلاً بين المنهج العلمي والطريقة العلمية كما ميَّز بينه وبين الأسلوب والمقرر، ولقد تم ذلك بعد أن كشف اللَّبْس والغموض الذي علق في أذهان بعض من المؤلفين الذين أطلقوا على الطرق البحثية مسمى المنهج.
