غنى عن البيان أن القانون الدولى العام ليس نتاج عناصر متابينة تجمعت مصادفة, وإنما تسوده العديد من التطورات المتلاحقة التى تتأثر بما يسود المجتمع الدولى من تتداخلات , وتؤثر- بالضرورة- فى الهيكل العام لقواعده القانونية.
والقانون الدولى فى ذلك شأنه شأن أى فرع قانونى وليد تطورات المحتمع الذى يحكمه, بحيث يتبلور كمرآة صادقة لذلك المجتمع.
ولا يخفى أن القانون الدولى يحكم أنماطا سلوكية متغايرة.
إذ يندرج تحت لوائه أشخاص أساسية تتمثل أولا فى الدول بأنظمتها القانونية وإتجاتها الفكرية والسياسية المتباينة.
كما بتضمن ثانيا المنظمات الدولية بأهدافها المختلفة.
ويطفو على السطح أيضا بعض الأنماط الأخرى التى يتابين رأى الفقه حولها لعل أهمها الفرد, والمشروع الدولى, وجماعات الضغط الدولية.
ونحاول- فى هذه الطبعة- طرح موضوعات المقدمة الأساسية للقانون الدولى التى لا غنى عنها قيل الغوض فى الأعماق التفصيلية لذلك الفرع القانونى, وذلك على النحو التالى:
الباب التمهيدى: الكيان القانونى للقانون الدولى العام.
الباب الأول: مصادر القاعدة الدولية.
الباب الثاتى: مصادر الإلتزام الدولى.
