نبذة النيل والفرات: يعتبر الأزمة المالية الإقتصادية العالمية التي يشهدها الإقتصاد العالمي منذ أغسطس 2007م وانفجرت في سبتمبر 2008م من أسوأ الأزمات التي يمر بها الإقتصاد العالمي منذ عقد الثلاثينات، بل وتعتبر الأخطر في تاريخ الأزمات المالية، وخاصة بعدما ثبت عجز النظام الإقتصادي العالمي عن إحتوائها والتخفيف من آثارها بشكل سريع وفعال. ولقد أطاحت هذه الأزمة بمجموعة من البنوك وبيوت المال العتيدة التي كانت مثالاً للإنضباط المالي والصمود في السابق، وانخفضت البورصات الأمريكية والأوروبية والآسيوية بمعدلات غير مسبوقة منذ أيام الكساد العالمي الكبير، وانكشفت بعض البنوك الأوروبية والآسيوية، واضطرت الحكومات للتدخل، ولجأت بعض الدول ذات الإقتصاديات الصغيرة إلى صندوق النقد الدولي خوفاً من الإفلاس. وبدأت هذه الأزمة أولاً في البلدان المتقدمة لتنتشر بعد ذلك وبسرعة نحو باقي بلدان العالم وتحولت إلى كساد إقتصادي عالمي، حيث يتراجع معدل النمو الإقتصادي العالمي من 5.2% عام 2007 إلى 3.4% عام 2008 ليصل إلى 0.5% عام 2009، وفي البلدان العربية يتوقع صندوق النقد الدولي والبنك الدولي أن ينخفض معدل النمو من 5.6% عام 2008 إلى 3.9% عام 2009، ومع ذلك تظل المنطقة العربية الأقل تأثراً نسبياً بهذه الأزمة، حيث ستشهد بعض البلدان العربية معدلات نمو إيجابية نسبياً، ويعزى ذلك إلى درجة إندماج الدول العربية في الأسواق العالمية من جهة، وإلى العوائد النفطية ومواصلة برامج الإتفاق الحكومي والمشاريع الإستثمارية في معظم الدول العربية من جهة أخرى. هذا الكتاب يبحث في جذور هذه الأزمة ويناقش أسبابها وتداعياتها وآفاقها، حيث يلخص أسباب هذه الأزمة بأنها أزمة إفلاس البنوك وبعض الشركات غير المصرفية الأميركية بسبب إنخفاض السيولة في الإقتصاد والأميركي، بالإضافة إلى غياب حوكمة الشركات "الصدق" و"الشفافية" و"الإفصاح". وهذا الغياب أدى إلى ظهور شركات لا تلتزم بمبادئ الحوكمة، مما يسبب في إنهيار كثير من شركات العقارات وشركات التوريق.
