يطرح هذا الكتاب قضية أساسية تحتل مكانة متقدمة في سلم اهتمامات المجتمع الدولي والعربي وهي: ضرورة توفير حكم جيد (good governance) في عالم العولمة (globalization) وعلى الصعيدين المصرفي والاقتصادي من أجل تجنب الأزمات المالية والاقتصادية.

ويتناول الكتاب أولاً الأسباب التي أدت إلى وضع قضية الحكم والعولمة في واجهة اهتمامات العالم، ويبحث في علاقة العولمة بالحكم السليم وكيف يؤثران ويتأثران بعضهما ببعض وبالتالي في مستوى النمو الاقتصادي ورفاهية الشعوب. ويؤكد الكتاب على أن مسألة الفقر تتبع أساساً من سوء إدارة واستخدام الموارد المالية وسوء إدارة المؤسسات وليس من ندرة الموارد.

ويعتبر الكتاب أن العولمة كظاهرة بحد ذاتها ليست سيئة أو جيدة بل إن استعمالها من قبل الدول الغنية لتحقيق مصالحها على حساب الدول الفقيرة هو ما يجب التركيز عليه وتغييه. ويؤكد الكتاب على أن العولمة قد جعلت من عملية الحكم السليم اصعب من ذي قبل لتشابك وتعدد الجهات الرقابية وتطور التكنولوجيا واتباع سياسات التحرير المالي والتجاري الدولية.

ويستعرض الكتاب آراء مختلفة لتعريف الحكم المؤسسي (coporate governance) والحكم السليم عموماً ويقدم مصطلحاً جديداً اسمه "دورة الحكم" (governance cycle) والذي يشرح عملية الحكم السليم من الناحية المؤسسية والإجرائية ومكامن الخلل في هذه العملية.

ويخلص الكتاب إلى تبني اقتراحات من شأنها تطوير عملية الحكم السليم على المستوى الدولي والعربي والمؤسساتي على حد سوء مع التركيز على القطاع المالي والمصرفي.

وبذلك يشكل هذا الكتاب مرجعاً عملياً أساسياً لرجال المصارف والمال والاقتصاد في التعرف على قضايا الحكم والعولمة، وخصوصاً في القطاع المالي، ومتطلبات الحكم الجيد وبما يعزز آفاق النمو والربحية في عالم العولمة.

The book at hand deals with a timely and significant subject that has assumed incerased significance in the past few years. And it does so in a holistic approach, contending that a piece-meal myopic approach to tackling the financial and economic problems confronting the international community is deficient. The book claims that what we actually need is a new world order and a new paradigm based on commonality rather than destructive competition and on global solidarity rather than adversity and myopic self-interest. It comcludes that what is truly needed is better governance at the global, national, and corporate levels.

What has this got to do with the banking sector in the Arab world? Well, I say a lot. The success and sustainability of the banking industry, like any other economic or financial activity within an economy, depends on a number of factors, namely stability, trust, and an economic and regulatory framework conducive to attracting investment. The banking sector does not operate in a vacuum and its performance reflects the overall performance of the economies it operates within, hence the need for not only sound corporate governance, but also for sound governance of national economies as well as the international economy.

In addition, financial performance of our banking sector depends on its ability to compete and enhance the services it renders to clients, and its overall relations with stakeholders. This task has become more challenging in light of the forces of globalization and the drive to adopt and implement internationally accepted standards and codes and best practices. Hence, the need to understand the overall implications of globalization to the financial sector, including the banking industry.

The main message of the book is that bad governance of the globalization process, inadequate macroeconomic policies, and corporate governance failures aggravates the incidence of poverty and inequality, which in turn would eventually lead to financial, economic, as well as social, instability. It is true that unless we achieve progress on all these fronts, we could be heading towards difficult times.

Accordingly, we need first to understand the inter-linkages among governance, globalization and poverty and their implications to the financial as well as other economic and financial activities in our region. It is within this overall context and understanding that we have to plan for the future, This book is an attempt to clarify these linkages and their implications, in light of the difficulty to govern in a globalized world.

The book starts by examining the rationale behind the emergence of governance and its relationship with globalization. Next, it delves into the international debate over these processes and their impact on economic growth, poverty, and financial stability. Then, it goes into greater details to outline the international efforts aimed at improving global, national and corporate governance. The author concludes that whether we like it or not, those who do not understand the new rules of the game amd play by them, are unlikely to claim full benefit from the new world order. Our banking industry is no exception.
