الكتاب من ترجمة عبد الله ناصر السويدي. تقرير البنك الدولي لبحوث السياسات العامة لقد شهدت منطقة شرق آسيا خلال الفترة (1965-1990) نمواً سريعاً يفوق ما شهدته أي منطقة أخرى في العالم. وقد تمثل المصدر الرئيس لهذا الإنجاز في نمو أشبه بالمعجزة شهدته اقتصادات ثماني دول هي: هونج كونج، وإندونيسيا، واليابان، وجمهورية كوريا، وماليزيا، وسنغافورة، وتايلاند، وتايوان. فموضوع هذا الكتاب هو دراسة الطفرة الاقتصادية التي شهدتها هذه الدول. ويخلص الكتاب إلى أن معظم هذا النمو يرجع إلى التراكم المتنامي لرأس المال المادي والبشري المتمثل في تحسين مستوى التعليم العام والتدريب وتحسين معايير اختيار العاملين، والتدخل الحكومي في تأمين البنى التحتية المتطورة وتقديم مختلف أنواع العون والمساعدة لشركات القطاع الخاص الأكثر كفاءة في خدمة أهداف السياسة الاقتصادية إضافة إلى اعتبارات العدالة في تقاسم النمو مما أدى إلى حفز جميع عناصر الإنتاج وتحسين مساهمتها في التطور الاقتصادي والاجتماعي لتلك الدول، كما أنه يبرهن على أن هذه الاقتصادات كانت أقدر من معظم الاقتصادات الأخرى على تخصيص الموارد المادية والبشرية لصالح استثمارات إنتاجية عالية وعلى اكتساب التقنية وإتقانها. ويستخدم هذا الكتاب أسلوب الدراسة المقارنة في سعيه لتفسير النمو، ويثبت كيف أن السياسات المرنة يمكن أن تسهم في تحقيق الاستقرار الاقتصادي والنمو السريع للصادرات المصنعة، وكيف أن في وسع المؤسسات الحكومية أن ترسي قاعدة للنمو العادل، وكيف أن السياسات العامة المتعددة في أشكالها استطاعت توجيه الاقتصادات الثمانية لتحقيق التراكم السريع لرأس المال المادي والبشري بصورة غير اعتيادية.
