تحت عنوان "دور السياسة النقدية في تحقيق النمو الإقتصادي" يقدم الدكتور وليد بشيشي دراسة حول السياسة النقدية والنمو الإقتصادي في الجزائر منذ بداية فترة الإصلاحات الفعلية المتمثلة في قانون النقد والقرض 90/10، وحتى العام 2013 بهدف تحليل أثر الفوائض المالية التي تراكمت جراء ارتفاع أسعار البترول على سير السياسة الإقتصادية ، ومن ثم تحديد العلاقة النظرية والتطبيقية بين السياسة النقدية والنمو الإقتصادي.
ولأن هذه الدراسة مجالها (أدبيات النمو) يهتم المؤلف بدراسة العلاقة بين تطور مؤشرات السياسة النقدية والنمو في الناتج المحلي الإجمالي، حيث اعتبرت هذه الدراسة من أهم الدراسات التي تناولت المنظومة الصرفية في الجزائر والإصلاحات التي طالتها، ومن أهمها إعطاء إستقلالية البنك المركزي باعتباره المسؤول عن إدارة السياسة النقدية، وبذلك تم لأول مرة كما تبين الدراسة - فصل الدائرة النقدية عن الدائرة المالية، حيث سيطر قانون النقد والقرض 90/10 مجموعة من الأهداف للسياسة النقدية منها تحقيق النمو الإقتصادي، وهذا ما سيتم بحثه في هذا الكتاب عبر أربعة فصول رئيسية. جاء الفصل الأول بمثابة إطار نظري للسياسة النقدية، بينما تتبّع الفصل الثاني: التطورات الحديثة للسياسة النقدية وعلاقتها بالسياسات الإقتصادية، كما جاء الفصل الثالث بمثابة: إطار نظري للنمو الإقتصادي واستراتيجيات النمو والتنمية الإقتصادية. ويأتي الفصل الرابع والأخير حول: أداء السياسة النقدية ودورها في تحقيق النمو الإقتصادي في الجزائر ...
