كيف يمكن تفسير وجود الجماعات الإنسانية واستمرارها، وبنتيجة ذلك كيف يرتبط الفرد بهذه الجماعات؟ كيف تنتظم أو تبني الأطر الاجتماعية للحياة الإنسانية؟ كيف يحدث ويفسر تغيير المجتمعات الإنسانية وتطورها؟ حول هذه القضايا الأساسية الثلاث بني موضوع هذا الكتاب في علم الاجتماع، وفي رأي المؤلف أن هذه القضايا الثلاث إذا ما نقلت ووضعت ضمن إطار اصطلاحات الإشكالية السوسيولوجية كان من ذلك أن القضية الأولى تطرح مسألة (الفعل الاجتماعي)، والثانية تطرح مسالة (التنظيم) والثالثة مسألة (التغيير الاجتماعي والفعل التاريخي)، وهكذا يمكن تقسيم هذا الكتاب إلى ثلاثة أقسام تكون أجزاء منفصلة بعضها عن بعض، ومع هذا فإن أي جزء منها ليس مستقلاً عن الأجزاء الأخرى، ومن يطالع مادة الكتاب ير أنها تلتقي وتتقاطع في نقاط كثيرة كلنها في النهاية متعلقة بعضها ببعض.
