تعتبر الموارد البشرية أهم عنصر من عناصر الإنتاج، ولذلك أصبح تخطيط وتنمية واستخدام هذه القوى الركيزة الأولى للتنمية الاقتصادية والاجتماعية. عن أن استخدام أدوات التحليل والبحث العلمي في هذا الموضوع لم تتبلور إلا حديثاً، لذلك وضع أكثر من مقابل عربي لنفس المصطلح الأجنبي واختلف المفهوم أو المقصود في كل مصطلح. لذلك رأيت إصدار معجم بهذه المصطلحات يرمي إلى تحقيق الأهداف الآتية: حصر المصطلحات الأساسية بشأن تخطيط وتنمية واستخدام الموارد البشرية، توحيد المسميات المختلفة للمصطلحات المستخدمة، تحديد المفاهيم الصحيحة للمصطلحات بحيث يكون لكل مصطلح معنى دقيق محدد. وفيما يتعلق بالمنهج الذي اتبع في إعداد المعجم فقد روعيت الاعتبارات الهامة في إعداده حتى يقوم على أسس علمية سليمة ومن هذه الاعتبارات: روعي في اختيار المصطلح المتعلق بالموارد البشرية أن يكون للمصطلح معنى خاص في هذا المجال ويتكرر استخدامه بحيث يقابله غالبية المشتغلين بهذا الموضوع، تم اختيار المصطلح العربي الأدق في الدلالة لغة، وكذلك الذي يكون أكثر المصطلحات شيوعاً وتداولاً، وضع لكل مصطلح تعريف مناسب كي يحدد دلالة اللفظ على المعنى المقصود فيرتفع بذلك أي إبهام كما روعى في تعريف المصطلح معناه الفني لا اللغوي وتم الرجوع في تعريف المصطلح إلى كثير من المعاجم والمراجع المتخصصة، وقد وضع هذا المعجم ليفيد منه جميع المشتغلين بمسائل الموارد البشرية والباحثين والقائمين بأعمال الترجمة. محمد كمال مصطفى
