هدفنا هو شرح النظرية العامة لتشريعنا العقابي الراهن التي اصطلح علي تسميتها بالقسم العام منه والذي ورد أغلب أجزائه في الكتاب الأول منه تحت عنوان " أحكام ابتدائية " وأقلها في أبواب أخري متناثرة كما ورد جزء هام من هذا القسم العام وهو ذلك المتصل بمعالجة أحكام تنفيذ العقوبة في الكتاب الرابع من مجموعة الاجراءات الجنائية تحت عنوان ( في التنفيذ ) موزعا علي تسعة أبواب أولها " في الأحكام الواجبة التنفيذ " وآخرها " في رد الاعتبار" .
