نبذة النيل والفرات: مع التقدم المضطرد في حياة الأمم والشعوب ظهرت الحاجة غلى الاهتمام بمسائل التخطيط التعليمي الذي يستهدف حصول التلاميذ على تعليم كاف ذي أهداف واضحة وعلى مراحل محددة تحديداً تاماً. كما يراعي حصول كل فرد على فرصة ينمي بها قدراته ومهاراته. ويعد هذا المفهوم جديداً إلى حد وقد شاع استخدام في كتابات علماء الاجتماع والتربية والاقتصاد في القرن العشرين. وقد اكتتب فكرة التخطيط لقيمتها في أعقاب الحرب العالمية الثانية وخاصة بعد نجاح التخطيط الذي تبناه الاتحاد السوفياتي وأثبت فائدته، وهو التخطيط التعليمي يتماشى إلى حد كبير مع المفهوم العام عن التخطيط وهو عملية مستمرة تتضمن أساليب البحث العلمي ومبادئ وطرق التربية وعلوم الإدارة والاقتصاد، وفهم معنى التخطيط ينبغي أولاً معرفة الخصائص والصفات التي تميز التخطيط التعليمي وفي مقوماتها العقلانية والدينامية والمستقبلية والإنسانية والشمولية. كما ينبغي الانتباه إلى أن التطور الاجتماعي والثقافي والاقتصادي يحتم القيام بتخطيط التعليم ضمن إطار التخطيط القومي الشامل. كما يؤكد المؤلف أن التخطيط الإقليمي يجب أن يتم ضمن إطار الخطة الشاملة للتعليم حتى يمكن إحداث توازن في الخدمات التعليمية في جميع المناطق والأقاليم لكي يتحقق مبدأ العدالة الاجتماعية وتكافؤ الفرص على النطاق الدولة كلها. والكتاب الذي وضعه أحد المتخصصين في هذا المجال يتألف من خمسة أبواب، يتناول الباب الأول التعريف بالتخطيط التعليمي مفهومه وضرورته وأهدافه وخصائصه وأساليبه. أما الباب الثاني فتناول موضوع التخطيط التعليمي والقوى العاملة، بينما يبحث الباب الثالث في بعض التقنيات المستخدمة في التخطيط التعليمي ولاسيما الخريطة التعليمية وأسلوب دلقاي وأسلوب الستياريو. أما الباب الرابع فيتحدث في أولويات التخطيط التعليمي ومشكلاته في حين يبحث الباب الخامس والأخير في اقتصاديات التعليم.
