هذا الكتاب هو نتاج تجربة ذاتية ودراسة وتحليل لأهم مرحلة من تاريخ ليبيا السياسي المعاصر. يتناول الكتاب الفترة الممتدة من عام 1969 حتّى سقوط نظام القذافي في أواخر صيف عام 2011. وبقدر ما يخصّص الكتاب من صفحات لتحليل ما يجري اليوم ولمكوّنات المشهد السياسي في ليبيا، فهو يخصّص مساحة مناسبة لاستشراف المستقبل الذي يرتبط تماماً بمكوّنات راسخة في السياق الليبي بوجه عام، إضافة إلى ارتباطه بما حدث خلال الثورة ضدّ القذافي وبما آلت إليه. لذلك يمهّد الكتاب لعرض مقاربته بتقديم تحليل سريع للأوضاع التي عاشتها ليبيا قبل وصول القذافي إلى السلطة، ثمّ يحلل تجربة نظام القذافي خلال مراحلها المختلفة، مبرزاً تفاعل العوامل الداخلية والخارجية المركبة التي صاغت تاريخ ليبيا المعاصر حتّى اليوم، ثم يتوقف عند مظاهر وتعبيرات الاحتجاج الذي انطلق في كانون الثاني/ يناير 2011، الذي ما لبث أن تحول إلى انتفاضة شعبية؛ منتقلاً بعد ذلك إلى التعريف بالنظام السياسي الانتقالي الذي تأسس أثناء الثورة، محللاً طبيعته وتفاعلاته وقواه المختلفة في تعبيراتها عن مكوّنات المجتمع والثقافة في ليبيا المعاصرة؛ منتهياً بالتعرف إلى محدّدات وتحديات عملية الانتقال الديمقراطي وآفاقها في ليبيا.
يحتوي الكتاب خمسة فصول إلى جانب المقدمة والخلاصة العامة والخاتمة. الفصل الأول: "التسلطية ووأد بناء الدولة الحديثة"؛ الفصل الثاني: "فشل الإصلاح المزعوم والتمهيد للثورة"؛ الفصل الثالث: "من الاحتجاج إلى الانتفاضة: ثورة من أجل الحريات والكرامة"؛ الفصل الرابع: "المرحلة الانتقالية: التحديات والآفاق والمخاطر"؛ الفصل الخامس: "بناء الدولة: آفاق الانتقال الديمقراطي وتحدّياته".
