يعتبر لفظ القانون، بمعناه العام، في كل العلوم، عن النظام والإستقرار، والعلاقة الثابتة والدائمة بين الظواهر، أي تكرار حدوث الظاهرة كلما توافرت مسبباتها. ويقصد بذلك نظام الكون المستقر أو مقياس الأشياء، فيقال قانون الجاذبية الأرضية في علم الطبيعة، وقانون دوران النجوم والكواكب، وقانون العرض والطلب. ويقصد بالقانون Droit، في اللغة القانونية، مجموعة قواعد السلوك العامة الملزمة للأفراد في المجتمع، والتي تنظم العلاقات والروابط، ويناط كفالة احترامها من خلال الجزاء الذي توقعه السلطة العامة على من يخالفها. وفي هذا الكتاب دراسة للنظرية العامة للقانون تناولت مفهوم القانون ثم بينت مصادره، وتطبيقه، وعلى ذلك انقسمت الدراسة في هذا الجزء إلى: الباب الأول: مفهوم القانون. الباب الثاني: مصادر القانون. الباب الثالث: تطبيق القانون.
