يهتم هذا الكتاب بدراسة مبادئ القانون فيبدأ في الباب التمهيدي بتعريف القانون بأنه مجموعة القواعد التي تحكم أو تنظم سلوك الأفراد في المجتمع والتي يجبر الأفراد على اتباعها بالقوة عند الاقتضاء ووظيفة القانون دعم السلام في المجتمع والتوفيق بين المصالح المتعارضة في المجتمع وتحقيق العدل ثم يذكر مراحل نشأة القانون في عهد القوة وعهد التقاليد الدينية وعصر التدوين والعصر الحديث ثم يشير إلى المذاهب المختلفة في أصل القانون وهي المثالية والوضعية ومذهب التطور التاريخي والمذاهب المختلفة وفي الباب الأول يتناول القاعدة القانونية وخصائصها وفي الباب الثاني يقسم الكتاب القانون إلى قانون عام وخاص إذا كان النظر إلى موضوع وأشخاص العلاقات التي ينظمها القانون ويمكن تقسيم القواعد القانونية من حيث قوة إلزامها إلى قواعد آمرة وقواعد مكملة مفسرة ومن ناحية ثالثة يمكن تقسيم القواعد القانونية إلى قواعد موضوعية وقواعد إجرائية فالقواعد الموضوعية هي التي تضع تنظيماً موضوعياً للعلاقات القانونية فهي تبين الحقوق والواجبات أما قواعد الإجرائية فهي تبين الأوضاع والإجراءات التي يجب اتباعها للوصول إلى احترام القواعد الموضوعية ويتناول في الباب الثالث المصادر الرسمية للقانون الأردني وهي التشريع وأحكام الفقه الإسلامي والعرف وقواعد العدالة وأما المصادر غير رسمية "الاستئناسية" فهي القضاء والفقه الأردني منها والعربي.
