في كتابه هذا، يكشف الدكتور صباح الساعدي عن دور السلطات العامة في مكافحة ظاهرة الفساد الإداري في العراق، ويوضح من خلاله بدايةً، كيف أن الفساد قد نشأ مع وجود الإنسان على سطح الأرض، ثم نما وتطور وانتشر بعد أن تطورت الحياة من شكلها البدائي إلى الحياة المعقدة... ورأى أن للفساد أنواع منها الفساد السياسي المتمثل بفساد الحكام والمسؤولين وهو في الوقت نفسه من أهم أسباب الفساد الإداري، بل هو المحرك والعامل الرئيسي له، وأن كل الطرق لمكافحة الفساد الإداري لا يمكن أن تقضي عليه طالما أن الحكام والمسؤولين فاسدين. في ظل هذه الرؤية اعتبر المؤلف أن الفساد الإداري – موضوع الكتاب – له آثار مدمرة لكل جوانب الحياة السياسية والاقتصادية والاجتماعية والادارية، ومن أهم هذه الآثار فقدان الثقة بين الحكام والمحكومين، بين المحكومين أنفسهم، حتى غدا النزيه والمخلص في نظر البعض إما مراءي أو متطرف، وأصبح الفساد سيفاً يشهر بوجه الآخرين وإن غاب الدليل. يتألف الكتاب من خمسة فصول: بيّن الفصل الأول البعد التاريخي للفساد الإداري في العراق أما الفصل الثاني فتناول مفهوم الفساد الإداري، بينما تناول الفصل الثالث دور السلطة التشريعية في مكافحة الفساد الإداري، كما تناول الفصل الرابع دور السلطة التنفيذية في مكافحة ظاهرة الفساد الإداري، وفي الفصل الخامس والأخير إضاءة على دور السلطة القضائية في مكافحة ظاهرة الفساد الإداري. ويختتم الكتاب بنتائج وخلاصات.
