في ظل حدوث التطور في مجال نظم وتقنيات المعلومات والإتصالات والذي أصبح المعيار الأساسي الذي تقاس به درجة تقدم الأمم أحدث هذا التطور انقلاباً في مفاهيم وأساليب كانت حتى يوم قريب من المستحيلات والمتغيرات، وفي مقدمة هذه المتغيرات الثورة المعلوماتية فهي تختلف عن غيرها من الثورات السابقة لارتباطها بالمعلومات ولأن المعلومات تمثل العصل الساسي في جميع أوجه الحياة، وقد اعتمد هذا التغيير الكبير، كأحد الجوانب التطبيقية لثورة المعلومات، نهجاً جديداً وأسلوباً مختلفاً في إدارة أجهزة الدولة وعلاقاتها بالأفراد وهو ما يسمى ((بالحكومة الالكترونية)).
لذلك فإن نظام الحكومة الالكترونية تتبلور أهمية دراسته فيما يصطحبه من تطوير في كافة النشاطات والإجراءات والمعاملات الحكومية وتبسيطها ونقلها نوعياً من الأطر اليدوية أو التقنية النمطية، إلى الأطر التقنية الإلكترونية المقدمة وذلك بالإستخدام الأمثل والإستغلال الجيد لأحدث عناصر التكنولوجيا ونظم شبكات الإتصال والربط الالكتروني الرقمي الحديث، وصولاً إلى تطبيق تقنية الانترنت وتحقيقاً للتميز والإرتقاء بكفاءة العمل الإداري لذا يحاول المؤلف من خلال هذه الدراسة التعرف على موضوعٍ شائكٍ وجديدٍ على صعيد العالم وبالذات الوطن العربي الا وهو مفهوم (( الحكومة الإلكترونية))، وبيان عناصرها والجوانب السلبية والإيجابية والتحديات التي تواجه تطبيقها، وتقييم الحكومة الالكترونية كمشروع للتحول إليه، وإلى أي مدى يمكن اعتبارها ضرورة من ضرورات العصر، وإلى أي مدى يجب الإستجابة لهذا المتغير على مستوى إدارة إجهزة الدولة. ومن خلال فصول هذه الدراسة نبيّن طبيعة العلاقة بين الحكومة الالكترونية والفساد الإداري ومدى مساهمة هذه الحكومة في محاربته والقضاء عليه.
وبناءً عليه، توزع الكتاب على ثلاثة فصول وفق ما يلي: الفصل الأول مفهوم الحكومة الإلكترونية؛ الفصل الثاني: مفهوم الفساد الإداري؛ الفصل الثالث: دور الحكومة الالكترونية في الحد من الفساد الإداري.
