في كتابه المعنون «من كامب ديفيد إلى 25 يناير» يتناول الأستاذ أحمد محمد أبو زيد عملية صنع السياسة الخارجية الأمريكية عامة، وتجاه الشرق الأوسط ومصر على وجه الخصوص؛ فعلى الرغم من مرور أكثر من مائة وخمسة وسبعون عاماً على العلاقات المصرية – الأمريكية (افتتحت أول قنصلية أمريكية بمصر في العام 1832 بمدينة الاسكندرية) يرى المؤلف أن هناك فهماً ناقصاً داخل الدوائر المصرية لكيفية صنع وتنفيذ السياسة الخارجية الأمريكية بصورة عامة. وتجاه الشرق الأوسط وهو الأمر الذي يفسر استمرار تأزم العلاقات بين العرب والولايات المتحدة بصورة خاصة.
عبر استخدام اقتراب "صنع القرار" وتفكيك بنية العملية السياسية، وفهم ديناميات عمل بيروقراطية النظام السياسي الأمريكي، يجادل المؤلف بأن هذا الاقتراب يمكنه مساعدة صناع القرار والباحثين والقراء والمهتمين بالشأن الأمريكي (على حد سواء) على فهم أحجية وتعقيدات عملية صنع السياسة الخارجية الأمريكية وكيفية عمل النظام السياسي الأمريكي، وذلك عبر توضيح كيف تؤثر بيروقراطية صنع القرار في الولايات المتحدة الأمريكية على علاقاتها ببقية دول العالم. كما استخدمه أي – بيروقراطية صنع القرار - عالم السياسة الأمريكي البارز أليسون جراهام Allison Graham من قبل في تفسير العلاقات الأمريكية – السوفيتية خلال الحرب الباردة في كتابه المرجعي Essence of Decision والكثيرين من بعده. ومن ثم يعمد المؤلف إلى تسليط الضوء على ديناميات صنع السياسات الخارجية الأمريكية، وكيف تطبق على علاقاتها مع الدول الأخرى. وكذلك التركيز على القضايا ووسائل التعامل الرسمي (وليس الشعبي أو الغير الرسمي) بين الطرفين عبر المؤسسات المنغمسة والصانعة للقرارات السياسية بين البلدين، وتوضيح كيف تتلاقى السياسات المحلية للدولة والنظام المصري مع علاقاتها بالقوى الدولية العظمى، ومن ناحية أخرى كيفية تأثير الأوضاع المحلية على علاقات قوى إقليمية وقوى دولية من منظور عملية صنع القرار للأخيرة. وذلك بالتطبيق على دراسة حالة العلاقات المصرية – الأمريكية منذ توقيع اتفاقية كامب ديفيد للسلام بين مصر واسرائيل برعاية أمريكية في نوفمبر 1979، وصولاً إلى ثورة الخامس والعشرين من يناير 2011.
