إن علاقات العراق والكويت ظلت متوترة ومتأزمة، منذ تأسيس الدولة العراقية عام 1921 وحتى هذه السنة التي نعيشها 2015، لم تكن بسبب طبيعة النظام الحاكم في العراق، ملكياً كان أم جمهورياً، كما لم تكن بسبب خلاف بين حزب البعث وقادته وبين شيوخ الكويت، أو بين أي حزب سياسي أو ديني تولى السلطة في العراق وبين أي سلطة كويتية. فالمشكلة المستديمة والمتوارثة لم تكن مرتبطة بشيخ معين من شيوخ وأمراء الكويت، بل إنها مشكلة ثلاثية الأبعاد، تاريخية وجغرافية واقتصادية. تاريخية وتعني عائدية الكويت سابقاً للبصرة أيام العهد العثماني. وجغرافية تعني مشكلة حدود لم يتم تخطيطها وترسيمها. واقتصادية تتعلق بمسألة آبار النفط الممتدة بين الدولتين المتنازع عليها. إضافة إلى وجود عناصر وقوى لدى الطرفين تصب الزيت على نار الخلافات والأزمات بين البلدين، ولا ترى في صالحها إقامة أي علاقة ودية وطبيعية يسودها الاحترام المتبادل والتعاون المشترك لما فيه خير الشعبين والبلدين. حاول جميع حكام العراق حل الأزمة العراقية الكويتية بالطرق السلمية، رغم أن بعضهم هدد باستخدام القوة لكنه لم يقدم عليها، سوى الرئيس الأسبق صدام حسين الذي استخدم القوة العسكرية فدمر الكويت والعراق والمنطقة، وما زال العراقيون خاصة يعانون من تداعيات ذلك العمل اللاعقلاني الذي قام به الرئيس صدام حسين دون أن يحسب تداعياته الكارثية، وخاصة الحصار والتعويضات التي ظلت وما تزال تُدفع من لقمة عيش المواطن العراقي حتى يوم إعداد هذا الكتاب. ولم تقف المشكلة عند هذا الحد، بل استمرت الأزمات حتى بعد كارثة غزو الكويت واجتياحها، وسقوط نظام صدام حسين، حيث برزت أزمة جديدة هي أزمة ميناء مبارك الكبير الذي تقوم الكويت بإنشائه بالقرب من شط العرب، وهو ما خلق أزمة جديدة بين البلدين الشقيقين.
