يهتم هذا الكتاب بالمجال البيئي الذي أصبح يعاني من مخاطر كبيرة على المستوى العالمي والمحلي، ويبحث في آليات حماية البيئة وموارد الطبيعة وطرائق إدارتها، التي يتحقق من خلالها استمرار الحياة والكائنات الحيّة التي تعيش على هذه الأرض.
وفي هذا الإطار تطرح المؤلفة/ الدكتورة جنى أبو صالح العديد من الأسئلة وتجعل منها منطلقاً للبحث فيما يشهده العالم أجمع من انهيارات على المستوى البيئي، ومنها: ما هي الأدوات والآليات الهادفة إلى حماية البيئة في إطار التعاون الدولي؟ كيف تعمل منظومة الأمم المتحدة على حماية البيئة من خلال المؤتمرات الدولية التي تعقدها ونشاطات البرامج والوكالات الدولية؟ وما هو واقع البيئة في دول غربي آسيا، حيث تشتد حدة التوترات السياسية والنزاعات التي تضع المنطقة في نفق مظلم؟
وبهدف الإجابة على هذه التساؤلات وغيرها، تناولت المؤلفة بالبحث موضوع الآليات الدولية الهادفة إلى حماية البيئة (دول الأسكوا نموذجاً) تبعاً للمنهج النظري والمنهج التحليلي وذلك من خلال قسمين رئيسيين: القسم الأول تناولت فيه موضوع القانون الدولي للبيئة كونه يشكل الأداة القانونية لحمايتها، والإطلاع على مصادره وأهم مبادئه وأهم الاتفاقيات البيئية والمقررات والصكوك والبروتوكولات التي تضمن صحة النظام البيئي. بينما تناولت في القسم الثاني، نشاط منظومة الأمم المتحدة الهادف إلى حماية البيئة، وأهم المؤتمرات الدولية التي عقدت. ووضع البيئة في دول منطقة الأسكوا حيث تم اختيار قطاعي المياه والنفط نظراً للأهمية الكبرى لهذين القطاعين في العلاقات الدولية، مع إبراز التحديات الكبرى التي تواجهها دول منطقة الأسكوا من نزاعات وغياب للديمقراطية والحكم الصالح الذي يعمل على حماية حقوق الأجيال الحالية والمستقبلية، مع رصد لأهم تحديات التنمية المستدامة في زمن العولمة النيوليبرالية والتغيرات المناخية الواقعة ونتائجها المدمرة.
