"...من هنا بدأت "ثقافة الاحتماء" وحدث تحول سيكولوجي خطير، وهو أن الشعور بالانتماء صار إلى المصدر أو القوة التي تحمي الفرد وتعطل الشعور بالانتماء إلى العراق وتحول إلى ولاءات لا تحصى. ومما سهل على العراقيين التحلي عن انتمائهم إلى العراق، هو أن النظام السابق ساوى في الانتماء بين العراق-الوطن، ورئيس النظام "صدام حسين هو العراق". وثقف الناس على مدى ربع قرن عبر قنواته الإعلامية ومؤسساته التربوية والكوادر الحزبية بهذه المعادلة. وأنه عندما سقط رئيس النظام واختبأ في حفرى تحت الأرض، انهارت تلك المعادلة نفسياً. فتوزع الـ"27" مليون عراقي إلى ما قد يزيد على المليون انتماء. وصاروا أمام واقع نفسي جديد، هو: إن الولاءات المتعددة في المجتمع الواحد، الذي ينهار فيه انتماؤه الذي يوحده طوعاً أو قسراً لا بد أن تتصارع فيما بينها على السلطة، حين لم يعد هناك دولة أو نظام. ..مع أن العراقيين، أو معظمهم، كانوا مضطرين لا مختارين إلى اللجوء إلى جماعة أو قوة تحميهم بعد سقوط خيمة الدولة التي كانوا يشعرون فيها بالأمان مدفوعين بـ"سيكولوجية الاحتماء" من خطر يتصاعد في حاضرهم، أو تهديد بخطر مستقبلي يتوقعونه بيقين، فإن تأسيس "مجلس الحكم" كرس رسمياً حالة تعدد الولاءات إلى طوائف وأديان وأعراض وأحزاب وتكتلات... على حساب الانتماء إلى العراق. ومن هنا، نشأ تحول سيكولوجي جديد لدى الناس. فبعد أن أطيح بالدولة (وليس النظام فقط) وافتقدوا الأمان، ودفعهم الخوف إلى قوة تحميهم "العشيرة بشكل خاص... أكثر الولاءات تخلفاً".. بدأ مجلس الحكم يأخذ في وعيهم أنه والوسيلة إلى السلطة.. ثم الدولة. فتقدمت لديهم سيكولوجية "الحاجة إلى السيطرة" التي تؤمن لهم بالتبعية "الحاجة إلى البقاء".
