زكريا مهران: ماليٌّ حقوقيٌّ مِصْري، تخرَّجَ في مدرسةِ الحُقوقِ بالقاهرةِ عامَ ١٩٢٠م، وعملَ بالمحاماة، ثمَّ انصرفَ إلى الاقتصادِ فعملَ مع «طلعت حرب» في بنكِ مصرَ وشركاتِه قبلَ أن يُعيَّنَ عضوًا في مجلسِ الشُّيوخ. من أهمِّ مُؤلَّفاتِه «مُوجَز النقودِ والسياسةِ النقديَّة»، و«التارِيخ يُفسِّرُ التضخُّمَ والتقلُّص». تُوفِّي بالقاهرةِ عامَ ١٩٤٩م بشكلٍ فُجائيٍّ أثناءَ إحدى جلَساتِ المَجلس.

كلمة التضخم التي نسمعها الآن في كل مكان لم تكن معروفةً ، إلا في بعض كتب الاقتصاد، ولم يتفق على تعريف التضخم، فبعضهم وصفه بأنه الكثرة في النقود ، وبعضهم ارتقى به قليلًا فقال: إنه الكثرة في النقود والأثمان.
المسألة إذن مسألةُ مقدار النقود الواجب توافرها في بلد من البلاد لِسدِّ حاجاته المختلفة، إن قَلَّ ذلك المقدار أُصيب الناس بضيق؛ لأنهم لا يملكون ما يكفيهم من نقود، وإن كثر كان في أيديهم ما هو فوق حاجتهم منها فبذلوه ليشتروا السلع فرفعوا أثمانها؛ لذلك كانت السياسة الرشيدةُ في تدبير النقود هي الوقوف بالنقود عند الحد الواجب لها في غير إفراطٍ أو تفريط في كميتها؛ لتكون الأسعار معقولةً والثروات ثابتة .
