زكريا مهران: ماليٌّ حقوقيٌّ مِصْري، تخرَّجَ في مدرسةِ الحُقوقِ بالقاهرةِ عامَ ١٩٢٠م، وعملَ بالمحاماة، ثمَّ انصرفَ إلى الاقتصادِ فعملَ مع «طلعت حرب» في بنكِ مصرَ وشركاتِه قبلَ أن يُعيَّنَ عضوًا في مجلسِ الشُّيوخ. من أهمِّ مُؤلَّفاتِه «مُوجَز النقودِ والسياسةِ النقديَّة»، و«التارِيخ يُفسِّرُ التضخُّمَ والتقلُّص». تُوفِّي بالقاهرةِ عامَ ١٩٤٩م بشكلٍ فُجائيٍّ أثناءَ إحدى جلَساتِ المَجلس.

يعد التضخم والتقلص مصطلحان متضادان اقتصاديان من جهة وسياسيان من جهة أخرى لما لهما من آثار على حياة الأفراد، وعلى الرغم من ظهور هذين المصطلحين كأبرز مفرزات للحربين العالميتين الأولى والثانية، إلا أن "مهران" يرجع بالجذور التاريخية لأصول وجودهما؛ فأثينا التي عرفت بأنها أول من صك النقود عاشت أزمة تقلص نقدي سببه ﻗﻠﺔاﻟﻨﻘﻮد ﻋﻦاﻟﺤﺪ اﻟﻮاﺟﺐ ﻟﻬﺎ عام ٤٩٥ق.م، أما الحرب بين أثينا وإسبارتة فسببت تضخمًا في أثينا عام 406 ق.م،أما مصر في عهد البطالسة وبعد هزيمة الروم لها ودخولهم الاسكندرية فارتفعت أسعار السلع كافة، ثم ما لبثت أن نزلت الأسعار مرة أخرى وأصبحت مصر المغذي الأول للروم في سلعة الحبوب بحكم الاستعمار. ويؤكد مهران على أن السبب الأول في وجود لتقلص والتضخم ناجم عن الحروب والصراعات على الموارد والتاريخ القديم خير مثال منها: الصراع بين روما وقرطاجنة والحروب الصليبية وتأثيرها على مصر والدول الأوروبية اقتصاديًا، كما ويزخر التاريخ الإسلامي بهذه الظاهرة ففي عهد الخليفة عمر بن الخطاب تعرضت البلاد لقحط شديد، وقد شهد العصر العباسي تضخمًا أيضًا على يد عﺒﺪﷲ ﺑﻦ ﻣﺤﻤﺪ حين أﻧﻘﺺ وزن اﻟﺪرﻫﻢ.
وبحسب خلفية مهران الاقتصادية ومعايشته للحربين العالميتين الأولى والثانية؛ يأتي على تفسير الظواهر التي نتج عنها التقلص والتضخم في التاريخ الحديث فهي نتيجة للمغامرات المالية والحروب الفتاكة التي تستدين فيها الدول وتستنفذ على مخزونها المالي.
