زكريا مهران: ماليٌّ حقوقيٌّ مِصْري، تخرَّجَ في مدرسةِ الحُقوقِ بالقاهرةِ عامَ ١٩٢٠م، وعملَ بالمحاماة، ثمَّ انصرفَ إلى الاقتصادِ فعملَ مع «طلعت حرب» في بنكِ مصرَ وشركاتِه قبلَ أن يُعيَّنَ عضوًا في مجلسِ الشُّيوخ. من أهمِّ مُؤلَّفاتِه «مُوجَز النقودِ والسياسةِ النقديَّة»، و«التارِيخ يُفسِّرُ التضخُّمَ والتقلُّص». تُوفِّي بالقاهرةِ عامَ ١٩٤٩م بشكلٍ فُجائيٍّ أثناءَ إحدى جلَساتِ المَجلس.

التضخم ونقيضه التقلص؛ مصطلحان اقتصاديان تتسع دائرة الاهتمام بهما لتتجاوز الاقتصاديين والمهتمِّين بالأعمال, إذا إنهما يَمَسَّان حياة الأفراد, وربما كان أحدهما مؤشرًا على صعود كيانات وسقوط أخرى. ومؤلِّف هذا الكتاب «زكريا مهران» وانطلاقًا من خلفيته العلمية المتعلقة بالمفاهيم المختلفة للتضخم والتقلص والنظريات التي وُضعت لتفسيرهما, وكذلك من التجارب الحية التي عايشها إبَّان الحربين العالميتين الأولى والثانية؛ وجَّه جهده في رصد الأسباب وتحليل النتائج, محجمًا عن الدوران في فلك المتسائلين آنذاك: لماذا التضخم وارتفاع الأسعار بعد الحرب؟ هل التضخم ضريبة واجبة الدفع في الحروب؟ مذكِّرًا نفسه وقارئه بفصول تاريخية أخرى, اكتنفتْها ظروفٌ وجَرَت فيها أحداثٌ متباينة؛ فأفرزت ظواهرَ اقتصاديةً شبيهة, تاركًا للتاريخ مهمة التفسير؛ ليرينا أن أثينا القديمة ومصر في عصر البطالسة — وبلادًا غيرهما — عرفتْ صنوفًا من التضخم والتقلص في أزمان مختلفة.
