من مواليد القاهرة في الثالث من نوفمبر عام 1913 من أبوين مصريين.
التحق بالمدارس الدينية الفرنسيةفي القاهرة مثل أغلب أبنلء جيله بعد ان عاشت أسرته لفترة بين الاسكندرية ودمياط .
وقصيري ينتمي الى الادباء المصريين الذين تربوا في أسر مصرية وتتكلم الفرنسية في المقام الأول وتجيد العربية في المقام الثاني وقد انتشرت مثل هذه السر في الثلاثينات والأربعينات من القرن الماضي وهي فترة ازدهار للأدب المصري المكتوب بالفرنسية.
وقد انحسرت هذه الظاهرة بشكل ملحوظ بعد أن هاجر الكثيرون منهم إلى فرنسا بحثا عن فرص أكثر اتساعا للنشر.
سافر "قصيري" الى باريس عام 1930 وكان متأثرا بالشاعر الفرنسي الأشهر "بودلير" ، وفي العام 1939 سافر الى الولايات المتحدة الامريكية والتقى بالروائي الاباحي الامريكي "هنري ميللر" الذي اعجب بابداعاته وترجمها الى اللغة الانجليزية.

في أحد أحياء القاهرة القديمة ، داخل منزل آيل للسقوط نلتقي بأشخاص رفضهم المجتمع فرفضوه، وقرروا أن يتحايلوا عليه من أجل البقاء، فهناك النصاب والقرداتي والعاطل، وبائع الشمام الذي يرفض أن يبيع شيئا غير الشمام رغم قصر موسمه ويؤثر أن يظل عاطلا بقية العام، وهناك الكثير من الخيانات الزوجية، وجلسات الحشيش، وما إلى ذلك من الأمراض الاجتماعية.
وهكذا نجد أنه ليس المنزل وحده الآيل للسقوط وإنما ساكنوه أيضا، ومن ثم فإن الجميع ينتظر زلزالا يقوض هذا البنيان المتهالك، فربما يتيقظ عليه الجميع أو يأخذهم إلى المجهول.
