ليس المجتمع المدني نقيضًا للدولة أو معاديًا لها، بلْ يصب في مجراها ويدعمها، فإذا كانت دولة ديمقراطية تتمتع بالشفافية واحترام القانون والمؤسسات الدستورية قام التعاون بينها وبين قوى المجتمع المدني. أمَّا إنْ كانت استبدادية ضَعُفتْ أركان المجتمع وتلاشت.
بهذا المفهوم، بدا واضحًا أهمية الدور الذي تضطلع به منظمات المجتمع المدني، ومساهمتها في حل بعض الأزمات الاجتماعية، وانتزاع بعض حقوق الإنسان التي شرعتها الرسالات السماوية، وأقرتها المواثيق الدولية.
