وُلد في بعلبك ودرس فيها. انتقل بعد ذلك ليدرس في الجامعة الوطنية بعاليه، ثم في معهد «اللاييك» ببيروت. حاز إجازة في الآداب وشهادة الدبلوم في العلم الجنائي والعلوم السياسية وعلم الاجتماع وعلم النفس؛ وحاز أيضًا دكتوراه في الحقوق من جامعات باريس ومونبلييه. عُيّن قاضيًا وسفيرًا فوق العادة في إيران وأفغانستان والمغرب والاتحاد السوفياتي، ثم وزيرًا في ثلاث حكومات متتالية من العام 1952حتى 1955. وانتُخب نائبًا عن البقاع في دورتي 195٣ و 19٦٨. مُنح أهم الأوسمة الرسمية والفكرية، منحته إياها دول ومنظمات عربية ودوليّة. أتقن حيدر سبع لغات. كتب الشعر والنثر والسياسة، وشارك في مؤتمرات وألقى محاضراتٍ كثيرة في مواضيع متشعّبة، تشمل السياسة والأدب والتربية والدين والفلسفة.
