"قد يتبادر الى الأذهان أن مفهوم الحكومة الإلكترونية محاط بشىْ من الغموض والذي بدأ يظهر على ساحة المفاهيم الألكترونية والمعلوماتية في الآونة الأخيرة،ٍ رغم أن بداياته كانت في العقد الأخير من القرن الماضي والذي أستغله العديد من الأفراد في المجتمع الى الترويج اليه رغم فهمهم الخاطى له وخصوصاً في هذه المرحلة التي يمر بها عالمنا العربى بالعديد من المتغيرات و التى يمكن ان يطلق عليها مجازا مرحلة النهضة المعلوماتية ولما يحتاج اليه من دعم من أبناءه في إرساء قواعد المعرفة المعلوماتية فيه وإستثمارها لصالحه.
وبصفة عامة يشير مصطلح الحكومةُ الإلكترونية إلى إستخدام القطاع العام الإنترنت والأدوات الرقمية الأخرى (تطبيق واستخدام ما يسمى بتقنية الإتصال والمعلومات(Information And Communication Technology (ICT) لتَسليم وإستلام الخدمات المعلوماتية، بالرغم من أن الحاسبات الشخصية كانت ولعدّة عقود تقدم الأفضل في مجال الشبكات والمعالجات الصورية والرسومات الرقمية والتي مكنت الحكومات من تَطوير مواقعِ الويب التي تَحتوي على المواد المعلوماتية والرقمية في الإنترنت، والحكومة إلإلكترونية كذلك قد وضعت حدا لإستخدام الوسائل التقليديةَ كالمستندات والوصولات الهاتفية والبريدية.
أن الحكومات في العالمِ خلقت مواقعَ الويب والتي تُسهل الخدمات العامة خلال مواقعِ الويب الحكومية، والعديد من الدول المتقدمة في هذا المجال مكنت مواطنيها من إجراء معاملاتهما مع الدوائر الحكومية كالمتحصلات الضريبية وإستخراج الجوازات والبطاقات التعريفية للمواطنين وكذلك الشركات الاستثمارية التي تَجذب المستثمرين من وراء البحار خلال المواقعِ الإلكترونية.
