لا تزال هناك فجوة كبيرة في مجال تطبيقات الحكومة الإلكترونية في دولنا العربية بينها وبين الدول المتقدمة والتي قطعت شوطاً هاماً وواسعاً في هذا الصدد، بل يمكن القول إن هناك بعض الدول العربية التي لا تزال في مرحلة دراسة مدى إمكانية تطبيق بعض استراتيجيات وتطبيقات الحكومة الإلكترونية، هذا في الوقت الذي تم تعميم تطبيقاتها في العديد من الدول الأخرى، إلى جانب هذا فإن هناك فجوة داخل الدول العربية ذاتها في مجال تطبيق الحكومة إلكترونية، حيث نجد بعض الدول التي تقدمت في هذا المجال أو حققت قدراً مقبولاً في التطبيق، منها دولة الإمارات العربية المتحدة وجمهورية مصر العربة والمملكة العربية السعودية، في حين أن هناك دولاً أخرى لا تزال عاجزة عن تطبيق أدنى مستويات الإستراتيجيات المطبقة في هذا المجال.
حقاً مازال الطريق طويلاً أمامنا للوصول إلى التطبيق المتكامل للحكومة الإلكترونية، وما زالت هناك العديد من المعوقات التي تقف حائلاً دون بلوغ تلك الغاية. ومن هنا جاء هذا الكتاب ليطرح واقعنا العربي في هذا المجال ويشير إلى رؤية الحكومات العربية لكيفية أداء الخدمات للمواطنين من خلال التطبيقات الإلكترونية. إنها رؤية لفكر عربي جديد عساه ينمو ويزدهر لتصبح خطوة نحو وطن عربي متقدم علمياً وتكنولوجياً كما كان يوماً متقدماً في كافة المجالات.
