كان لا بدَّ أن يكون للسودان حظ من الاستراتيجية التي رسمتها الإدارة الأمريكية للتحكم في عالم المستقبل، والذي يتَّضح في التدخل السافر وإثارة النزاع داخل المنطقة كوسيلة للسيطرة والتحكم المستقبلي في البترول، وخصوصاً أنَّ التنافس على أشدّه على المصالح البترولية في غرب أفريقيا بين الهند والصين.
ونظراً لذلك، يقوم الكتاب بتحليل توجّهات السياسة الخارجية الأمريكية تجاه السودان في ضوء التغيّرات التي شهدتها البيئة الدولية والإقليمية والداخلية. وإبراز التحول في هذه السياسة خاصةً بعد ظهور النفط السوداني، وهو ما اتّضح من خلال الدور المسيطر والمؤثر للولايات المتحدة على أجواء المفاوضات لتوقيع اتفاقيات السودان.
يحاول الكتاب الإجابة على سؤال رئيسي يدور حول ماهية المحددات المؤثرة على صنع السياسة الخارجية الأمريكية تجاه السودان، ذلك من حيث أهمية هذه المحددات وأولوياتها وأوزانها النسبية.
