ولد بمدينة الجلفة جنوبي العاصمة الجزائرية، درس بمسقط راسه حيث حصل على شهادة البكالوريا بعد مشوار مهني حرّ قصير، التحق بالجامعة وبعالم الصحافة، ألف إسماعيل يبرير عددا من الكتب في مختلف الأجناس الأدبية، ورغم أنه بدأ بالشعر إلا أن صيته ذاع كروائي من خلال روايته "وصية المعتوه، كتاب الموتى ضدّ الأحياء"، "ملائكة لافران" و"باردة كأنثى"، لم تحقّق مجموعاته الشعرية انتشارا، فقد سبق أن قدّم "طقوس أولى" و"التمرين أو ما يفعله الشاعر عادة"، وعرف عنه الاشتغال بالمسرح، حيث ألف عددا من النصوص المسرحية، يساهم في الصحافة بمقالاته وأرائه، ويقيم بالعاصمة رفقة زوجته الكاتبة الجزائرية أمينة شيخ.
نال إسماعيل يبرير عدة جوائز في الرواية والشعر والمسرح، لعلّ ابرزها جائزة "الطيب صالح العالمية للابداع الكتابي" سنة 2013، وجائزة الابداع العربي الشارقة 2012، ورغم أن الكثير من دون النشر سعت لنشر أعماله إلا أنه يبقى متكتما ويرفض تقديم أعماله لأي ناشر، ما اعتبر موقفا ايديولوجيا من الناشرين العرب.
يعرف عن إسماعيل تعلّقه بمدينته الأم التي سجل حضورها الهاجس الكبير في كتاباته، كما يوجه انتقادات لاذعة للنظام والسياسية في الجزائر.
أدار يبرير عددا من الجرائد في الجزائر وراسل بعض الصحف خارج الجزائر، وهو الآن متفرّغ للعمل الأدبي.
خريج جامعة الجزائر كلية العلوم السياسية والإعلام، ثمّ المدرسة الوطنية العليا للصحافة وعلوم الإعلام والاتصال سبق له أن مارس مهن غير الصحافة في بداية حياته، كتاجر خردوات ومساعد سائق شاحنة، وتعرّض للطرد أكثر من مرّة في مراحل مختلفة من دراسته بسبب تمرّده، وهي الأجواء التي غذّت نصوصه.
أسّس إسماعيل فرقة مسرحية في وقت مبكّر في المدرسة وكتب وأخرج ومثّل عددا من المسرحيات.
