" لقد أثبتت الوقائع أن الاحتلال الذي يرفع شعار نشر الديمقراطية يؤسس فى البلدان المحتلة ديمقراطيات بمقاييس خاصة تخدم أهدافه, متخذاً من قلة الوعي السياسي وضعف الثقافة السياسية للشعوب ذريعة للحجر عليها وفرض الوصاية على إرادتها وتحويل الديمقراطية إلى وسيلة لتحقيق المصالح الفئوية والعرقية والمذهبية باسم الديمقراطية, وبالتالي فقد تسببت هذه الديمقراطية فى تقسيم المجتمعات إلى أديان ومذاهب وقوميات وأحياناً كان التقسيم مناطقياً وقبلياً, ولم يكن من الشاق على المحتلين أن يجدوا سبيلاً للتقسيم باسم التعددية والتنوع كلما وجدوا أرضاً لهذا الزرع الخبيث, والنموذج العراقي خير شاهد على الديمقراطية الجاهزة التى جاء بها الاحتلال الأمريكي لنشر (الفوضى الخلاقة) التى نشاهد اليوم آثارها المأساوية فى أرض الرافدين انقساماً واحتراباً وفساداً ودماءً لا نهاية لها.
خلاصة الأمر أن المشكلة في الديمقراطية التي يبشر بها الاحتلال تكمن في أنها لم ولن تحقق الديمقراطية, لأن الديمقراطية هي قبل كل شئ بناء فكري وثقافة راسخة تمثل الحرية جذرها والمواطنة سُقياها وحصادها تنمية ورفاهية وأمن واستقرار, فضلاً عن كونها مفهوماً خاضعاً للتنافس والمعارضة وحافلاً بالقيم الوطنية.
ولا يمكن تفسير الديمقراطية على أنها استفتاءات وانتخابات وحسب, فعلى الرغم من أهمية هذه الممارسات فقد أنتجت فى أغلب البلدان المحتلة استبداداً منتخباً وديمقراطية شكلية تم من خلالها ممارسة أقصى درجات القمع والإقصاء والتهميش للمعارضين.
