يحاول الإحتلال تدمير الهويه الوطنية للشعوب فى البلدان المحتلة بهدف فرض إرادتة عليها وتحقيق أهدافة دون مقاومة تذكر, لذا فهو يعد لذلك مناهج وبرامج متنوعة يعززها بإجراءت قسرية وقمعية لتدمير روح المواطنة لدى الشعب وإضعاف مقاومتة, وغالباً مايتم ذلك بإثارة النعرات الطائفية والعرقية والمذهبية وغيرها من عوامل التشتيت و التجزئة والصراع بين أبناء الوطن الواحد لينشغلوا بالإقتتال فيما بينهم, لذا ينبغى على وسائل التنشئة السياسية أن تستعيد دورها الفاعل خلال فترة الإحتلال لتعزيز مفهوم المواطنة وتبادر للتحضير لفترة مابعد الإحتلال بتأسيس وبناء القيم والمفاهيم الوطنية لوقف أثار وتداعيات مرحلة الإحتلال وإفرازاتها السمية, وهذة العملية ينبغى أن يشارك بها – فضلاً عن وسائل التنشئة السياسية – قادة الرأى والنخب المثقفة والمتعلمة لوضع الأسس السليمة لبناء المفاهيم الوطنية فى بيئة ديمقراطية حقيقية وأفاق من المشاركة الشعبية خاصة وأن التجارب أثبتت أن أنظمة القهر والتعسف والإستبداد لا تنتج إلا إنساناً مقهورأ ومستسلماً وقدرياً ومتراجعاً وغير ملتزم بالثوابت الوطنية.
