لا يوجد في العالم منذ عشرات السنين دولة تطبق نظام المركزية الإدارية وان نظام تعدد السلطات الإدارية هو السائد في دول العالم باستثناء فترات الأزمات الاقتصادية أو السياسية التي تعيشها الدولة والتي تتطلب تركيز السلطة في يد واحدة للقضاء على أسباب الأزمة وإعادة الأوضاع الطبيعية للبلاد. ويعرف نظام اللامركزية الإدارية - بشكل عام - بانه أحد أساليب التنظيم الإداري، ويقصد به تعدد مصادر النشاط الإداري في الدولة، والذي يتم على أساس توزيع اختصاصات الوظيفة الإدارية بين السلطة المركزية وبين الهيئات الإدارية المتعددة، فيكون لكل منهما استقلاله في مباشرة اختصاصاتها الإدارية، وفي الإطار الذي تحدده السلطة المركزية، ويتخذ تحديد العلاقة بين السلطة المركزية والسلطة المحلية في الدول - عادة- إحدى صورتين:
الصورة الأولى تركز على منح الكثير من الصلاحيات للسلطات المحلية من حيث العدد والأهمية ودرجة الاستقلالية في اتخاذ القرارات. وهنا يكون التوجه نحو إيجاد حكم محلي، أي تكون درجة اللامركزية كبيرة.
الصورة الثانية تركز على منح السلطات المحلية عدداً اقل من الأعمال والصلاحيات. وهنا يكون التوجه نحو إقامة إدارة محلية، حيث تكون القرارات الصادرة من السلطات المحلية قليلة في العدد ومحدودة في الأهمية وتستأثر السلطات المركزية بسلطات كبيرة ويكون الحكم مركزيا. وقد كان التوجه في العراق إلى الصورة الأولى.
وقد كان للتغيير السياسي في التاسع من نيسان عام 2003م دور في تغيير النظام الإداري في العراق، فقد اتجه من الناحية النظرية والتطبيقية معاً إلى العمل بالنظام اللامركزي أو ممارسة السلطات المحلية. وأخذت في بادئ الأمر تسميات مختلفة وكلا حسب موقعه الجغرافي، فبعضهم أطلق عليها الإدارة المدنية، وبعضهم الأخر المجلس البلدي، والبعض الأخر مجلس إدارة المحافظة. ولئن كانت التسميات متعددة إلا إن الهدف بقي واحدا وهو السير بالبلاد من الحكم المركزي الواحد إلى تعدد الحكومات المحلية وتوزيع العمل.
