صالح مرسي من مواليد مدينة كفرالزيات بمحافظة الغربية (17 فبراير 1929 - 24 أغسطس 1996 كان كاتباً وروائياً مصريا له العديد من الأعمال المتميزة، وهو أشهر من كتب في أدب الجاسوسية العربية.
قام في الثمانينات من القرن العشرين بكتابة قصة رأفت الهجان.
كان يعمل مع جهاز المخابرات العامة المصرية فيما يخص الروايات الخاصة بالجهاز، ويعتبر من المدنيين الذين عملوا مع المخابرات المصرية.
توفي يوم 24 أغسطس عام 1996 في الساحل الشمالي على إثر هبوط حاد في الدورة الدموية.
بعض من أعماله: دموع في عيون وقحة رواية من ملفات المخابرات المصرية.

أحكي لكم مغامرات البحَّار مندي
لقد أصبح مندي الآن بحارًا مخضرمًا، ذا رأس كبير وشارب هائل رمادي اللون، وشعر كثيف يختفي تحت طاقية من الصوف تحميه من برد الشتاء وحر الصيف… أصبح مندي الآن أسطورة يتناقلها البحارة في السفن التي تعبر البحار والمحيطات وتملأ موانئ الدنيا من مشرقها إلى مغربها ومن شمالها إلى جنوبها، فما من ميناء في الدنيا إلا وتجد فيه أثرًا من آثار مندي، أثرًا قد يكون امرأة وقعت في طريقه فأحبته ليومين أو ثلاثة، ثم ظلت تحكي عنه سنوات في انتظار أن يعود، وقد يكون الأثر معركة من تلك المعارك التي إذا ما خاضها مندي صال فيها وجال وحطم وضرب وتلقى الضربات، غير أنه في النهاية، دائمًا، ما يخرج منتصرًا… وما من سفينة تمخر عباب المياه الدافئة أو الباردة أو الثائرة إلا وعثرت فيها على رجل التقى به مرة، أو عمل معه مرة… وعلى مدى ثلاثين عامًا، أصبح مندي الآن أسطورة يتناقلها البحارة في حب وإعزاز، أو في غيرة من لا يستطيع أن يصبح مثله.
