سنقدم في هذا الكتاب نماذج لمستبدين متسلطين طغاة كانوا أعداءً للإنسانية والحضارة مثل الإمبراطور الروماني كاليجولا، و مواطنه الإمبراطور الروماني نيـرون، وهولاكـو زعيم التتار، وآخرين كانوا يعانون من جنون العظمة، الذين أزهقوا ملايين الأرواح في حروب ومجازر رهيبة، مثل الزعيم النازي أدولف هتـلر، وديكتاتور روسيا جوزيف ستالين، وطاغية إسبانيا فرانكو، والفاشيستي الإيطالي بينيتو موسوليني، والمتطرف المتسلط الأمريكي جورج بوش. كما سنقدم في الكتاب نماذج لمتسلطين مستبدين ذبحوا شعوبهم بدم بارد، دون وازعٍ من رحمة، أو رجفة من ضمير، مثل إمبراطور روسيا إيفان الرهيب، والكمبودي الكارثي بــول بوت، وطاغية يوغوسلافيا السابقة سلوبودان ميلـوسيفيتش، وديكتاتور هاييتي دوفــالييـه، وطاغية إثيوبيا منجســـتوهيلا ماريام. وسنقرأ في الكتاب أيضاً نماذج أُخرى لمتسلطين مستبدين كانوا سبباً مباشراً في تخريب دولهم، وتخريب بلادهم، نتيجة طغيانهم، وعدم تركيزهم على مصالح أوطانهم العليا، وإنما البقاء في الحكم أبد الآبدين، حتى لو كان ذلك على أشلاء شعوبهم، وانتهى الأمر بانهيار دولهم، ومقتلهم في النهايـة. ومن هؤلاء الذين سنتناولهم في الكتاب مجنون ليبيا معمر القذافي. هذا الكتاب محاولة لفهم الطريقة التي تتحول فيها السلطة إلى أخطر أنواع التسلُّط، وتداعيات ذلك على الدول والشعوب، وكيف تسلط بعض أنظمة الحكم العسكرية كانت سيفاً على رقاب مواطنيها.
