إن علاقات القوة بشكل السلطة هي علاقة الحاكم بالمحكوم، ولذلك تجسد الدولة السلطة في المجتمع. وعلاقات الحاكم بالمحكوم يمكن أن تتخذ أشكالاً مختلفة أيضاً. إذا حكم الشعب نفسه بنفسه من خلال اختيار ممثليه بالانتخاب المباشر وكانت العلاقة بين الحاكم والمحكوم مقيدة بشرعة أو عقد يسمى الدستور، أطلق على هذا الحكم صفة الديموقراطية، وفيما عدا ذلك تصبح أشكال العلاقة بين الحاكم والمحكوم في السياق التاريخي استبدادية. فيستعمل مصطلح الأوتقراطية أو الحكم الفردي للدلالة على نظام حكم ليس لسلطة الحاكم فيه حدود ولا تفرض عليها قيود والحكم الأوتوقراطي إذا كان وراثياً فهو ملكي، وإذا كان غير وراثي فهو دكتاتوري أو طغياني (Tayrany) (الطاغوت). ب ويستعمل مصطلح الاستبدادية لوصف درجة تسلط الحاكم فإذا كان الحاكم لا يلتزم بقانون، وإنما قوله وفعله هما بمثابة القانون فهو نظام حكم استبدادي. أما إذا كان هناك قانون يلتزم به الحاكم ولكنه يحتكر سلطة التعديل والتغيير في القانون فهو إذن حكم مطلق. أما إذا قيدت سلطة الحاكم بقانون أساسي فهو حكم دستوري (ملكياً كان أم جمهورياً) (ج) وقد لا يكون الحكم الاستبدادي فردياً وإنما حكم جماعة قليلة كما في حكم الارستقراطية أو في طغيان القلة من التجار فهو إذن حكم الأوليفاركي. وقد يكون حكم القلة بشكل الحركة السياسية أو الحزب السياسي، وهذا يكون حكم النخبة السياسية، ولا يمنع طغيان القلة من ظهور مستبد فرد طالما كانت هي مصدر سلطته ووسيلته في أداقة الحكم وقد يكون الحكم الاستبدادي مبنياً على تسيد الدولة البيروقراطية على المجتمع من خلال توسيع قدرتها على تنسيق البنى التحتية (Coordinate the Infrastructes) بحيث يخترق المجتمع المدني بالكامل وتجعله امتداداً لسلطتها، وتحقق بذلك الابتكار الفعال لمصادر القوة والسلطة في المجتمع. وهذا هو الحكم التسلطي، وهو مدار الحديث ومحور البحث في هذا الكتاب.
