للهيمنة أشكال عديدة، منها الهيمنة العسكرية، والهيمنة السياسية، والهيمنة الاقتصادية، والهيمنة الثقافية، وهذا هو موضوع الكتاب الذي بين أيدينا لمؤلفه هربرت شيلر العالم الأمريكي صاحب التيار النقدي للأوضاع الإعلامية والثقافية على المستوى الدولي، وله العديد من الإسهامات العلمية في هذا المجال مثل كتاب ((المتلاعبون بالعقول))، وكتاب ((الاتصال والإمبراطورية الأمريكية))، وهو يكشف في هذا الكتاب مخططات الدول الكبرى للهيمنة الثقافية على الدول النامية من خلال ما تملكه من وكالات أنباء عالمية، وأجهزة تكنولوجية، ووكالات إعلان، وشركات متعددة الجنسيات؛ كما يثير عدة قضايا مثل قضية التدفق الحر للمعلومات في أوقات السلم والحرب، والدور الذي تلعبه وكالات الأنباء العالمية والشركات المتعددة الجنسيات في بسط هذه الهيمنة، وقضية استقلال الولايات المتحدة للتكنولوجيا المتقدمة، وقضية العلاقة بين النظام السياسي والنظام الإعلامي. يرى المؤلف أننا على أعتاب نوع جديد من الدبلوماسية الثقافية، التي تستلزم تطور قطاع الاتصالات الثقافية في النظام العالمي بما يتسق وأهداف النظام العام وغاياته. كما يوضح دور وسائل الإعلام في عملية الهيمنة من خلال الحملات الإعلامية التي تشنها الدول الكبرى ضد الدول، التي تحاول الخروج من دائرة الهيمنة مثل الادعاء بعدم ديمقراطية أنظمة الحكم في هذه الدول أو أنها تنتهك حقوق الإنسان أو أنها تشجع الأعمال الإرهابية أو أنها تسعى للحصول على ترسانة من الأسلحة النووية أو غير ذلك من الادعاءات التي تؤدي إلى إضعاف السلطة في هذه الدول.
