في كل بحث عن الحرية (نظرياً وبالشواهد الواقعية) سنظل نرى أن الإنسان لن يكون حراً ما لم يعش مع أحرار، اي إنك ستكون حراً بمقدار ما تعطي غيرك حريته، ولو أصرّ كل واحد على حريته لما بقي حر واحد على وجه البسيطة (ويلسون)، أو كما قال جون لاكرمه: لقد تنازلنا عن حريات كثيرة لن تكون أحراراً.
وهذا يتفق مع مقولة برتراند راسل عن الحرية السلبية، أي أنك لن تكون حراً ما لم تعط غيرك حريته، وكلما حرمت غيرك تحولت إلى مستبد مع عبيد.
وحتى مصطلح الحرية نفسه سنكتشف أنه مصطلح (شبه حراً)، وذلك لأن الحرية هي في فعل كل ما لا يضر غيرك، حسب مونتسكيو، وهنا يحضر جون ستيورات مل حين وضع شروط الحرية وجعل أهمياً نظام الرأي العام.
بما أن الرأي العام قيمة ثقافية بشرية تبلغ درجة الطبيعية الأولى للإنسان، وهو كائن يبني يعيش في محيط له نظامه وله رأيه العام الذي يحكم علاقاته.
وهذا ما يطرح علينا نظرية التفاوضية الثقافية، تلك التي تقوم على نظرية العدالة ركنيها المساواة والحرية، ولا تستقيم الحرية من دون مساواة، وهذا يجعل الفرد في خلية لا بد أن يتشارك معها ظرفياً.
وهنا يكون للحرية معنى في العلاقة بين أفراد الخلية، حسب شرط المساواة، ومنه شرط منع الضرر على الذات من الغير وعلى الغير من الذات، وهذا ما يعقد المعنى حتى ليكون سؤال الديموقراطية سؤالاً في التفاوضية الثقافية، وتكون الحرية مربوطة بشرط المساواة، ومن ثم التعددية الثقافية، وهي حالة تتقاطع مع الفردانية، ولن يتم ضبط المعاني إلا عبر التعامل معها بوصفها مفاهيم شائكة تحتاج إلى أسئلة شائكة أيضاً.
هذا هو مبحث الكتاب ومعضلته كذلك، أي سؤال التفاوضية الثقافية مع الحرية والمساواة، وتبعاً لذلك نظرية العدالة، وما يخص معاني الوسطية والليبرالية.
